Japan-South Korea relations have fallen to the ground in the last three years. The cause is the unusual anti-Japanese behavior of the Korean government and Koreans.

territorial dispute

Comfort women issue

In 2015, Japan was all in spite of the fact that the comfort women issue agreement announced by the Foreign Ministers of Japan and South Korea stated that "we will confirm that the comfort women issue between Japan and South Korea will be finally and irreversibly resolved." However, the Korean side has not fulfilled the conditions, which is a problem.
There should be no Japanese who do not know this problem. There are many historical evidences known in Japan, such as "there are no comfort women" and "they applied for recruitment rather than compulsion, and the treatment was good." And the testimonies of the self-proclaimed comfort women have changed significantly from the beginning to the present. Perhaps the result of a match between financial desires and the interests of organizations that support activists. Even if there were comfort women, I couldn't understand the motivation to be so passionate about it, even though the Japanese government had already paid a large amount of money more than 70 years ago. This is probably one of the factors that have significantly hindered diplomacy between Japan and South Korea.
Recruitment problem
Despite the fact that the 1965 Japan-Korea Claims Agreement has solved the prewar problems between the two countries.
In 2018, the Supreme Court of South Korea ordered a Japanese company to pay damages to a self-proclaimed former recruiter who claimed to have been "forcibly taken and forced to work before the war." The South Korean government insists that it "respects judicial decisions."
There are various claims about recruitment workers, but many of them are highly paid according to historical evidence. This has already been resolved between the two countries, and the Korean government should be aware of it. Only thousands to hundreds of millions of compensation. For some reason, the Korean government has left what it should pay.
GSOMIA abandonment decision
In 2018, South Korea unilaterally abolished the Japan-Korea Military Confidential Information Protection Agreement in response to the Japanese government's tightening of restrictions on the import of substances that could be diverted to nuclear weapons to South Korea.
Japan's import restrictions are none other than the evidence that South Korea is behind the scenes of North Korea's nuclear development. There is a reason for the result. And it is forbidden to return economic problems by military. This completely lost the trust of the Japanese government and the Ministry of Defense. There is no way you can save your life with an unreliable army.
Japanese flag problem
At the International Fleet Review Ceremony hosted by South Korea in November 2018, South Korea requested the Maritime Self-Defense Force to refrain from raising the flag of the Self-Defense Fleet, but the Maritime Self-Defense Force refused to do so. On the other hand, some Korean parliamentarians

Radar irradiation problem
In December 2018, the problem that the Korean Navy destroyer "Gwanggaeto the Great" struck her P-1 patrol aircraft with a fire control radar in the Sea of Japan.
In response to the announcement by the Japanese government that "there was radar irradiation on the patrol aircraft," the South Korean government initially "not intended to track the patrol aircraft" and "the Japanese side operated the radar for the North Korean distressed ship." He said, "I misunderstood," but after that, he insisted that he did not irradiate the patrol aircraft with radar. After that, it was announced that a Japanese Maritime Self-Defense Force aircraft approached by low-altitude flight and made a "threatening flight". The claim changed two or three times.
Fire control radar is part of the attack. I can't complain even if the missile is shot back and sank. This case is no longer a hostile act.
Summary
I was wondering if there was room for military cooperation, but there was none. There is no relationship of trust between the Self-Defense Forces and the South Korean army. And it won't recover. South Korea has a track record of breaking international promises many times in history. The Government of Japan should not cooperate easily. It won't be a plus.
